As a licensed independent insurance agent in Missouri since July 2013, I have learned firsthand how expensive, one-sided, and unbalanced this industry truly is. Every single day, hard-working independent brokers across our state keep the wheels of commerce turning, connecting families and business owners with the coverage they need. Yet, the underlying operational framework remains heavily tilted against the very people who drive client acquisition and customer trust.
It is time for an honest, straightforward conversation about the structural challenges facing independent agents in Missouri, and why meaningful industry reform is no longer optional: it is a necessity.

The Unbalanced Burden on Independent Agents
Operating as an independent insurance agent is not for the faint of heart. Unlike captive agents who receive corporate subsidies or salary support, independent agents pay 100% of their upfront operating and marketing costs out of their own pockets.
Consider what goes into a single client interaction:
Marketing and Advertising: Local digital ads, direct mailers, and community sponsorships to attract attention.
Licensing and Education: State licensing fees, continuing education courses, and compliance upkeep.
Technology and Infrastructure: Multi-rating software, secure CRM platforms, cybersecurity insurance, and office overhead.
Travel and Logistics: Mileage, vehicle maintenance, and travel time spent meeting clients face-to-face across Missouri communities.

When an agent invests countless hours and hard-earned capital into sourcing a qualified applicant, preparing their file, and guiding them through quotes, the stakes are high. But what happens if the insurance carrier ultimately declines to write the policy?
For the carrier, nothing. They spent zero dollars on marketing, incurred zero travel expenses, and invested zero hours in client relationship management. But for the independent agent? The agent receives absolutely nothing. All the time, labor, and capital invested vanish into thin air. Insurance companies benefit immensely from independent agents performing customer-acquisition labor they would otherwise have to fund themselves, while holding all the underwriting leverage.

The Need for Transparent Oversight and Fair Underwriting
Insurance carriers maintain the luxury of selectively declining submissions with virtually zero transparency or accountability. An agent can bring a fully qualified, risk-acceptable client to a carrier, only to face arbitrary declinations based on internal quotas, regional preferences, or outdated underwriting guidelines.
This is not simply about asking insurance companies to change voluntarily out of the goodness of their hearts. They are making substantial profits under the current status quo, giving them zero financial incentive to reform on their own accord.
What we need in Missouri is stronger regulation and independent oversight. Licensed, qualified, and properly insured agents should have the guaranteed right to submit applications to every authorized carrier operating in their state. Furthermore, those applications must receive fair, consistent, and objective consideration based solely on the customer’s actual qualifications and legitimate underwriting standards: not corporate favoritism, internal politics, or outdated industry club dynamics.

Mandatory Marketing Co-Ops and Expense Allowances
Independent agents should not be expected to finance carriers' customer-acquisition pipelines entirely out of pocket while carriers reap the underwriting profits.
In a truly balanced commercial ecosystem, authorized carriers should provide a required monthly expense allowance or a structured marketing co-op for the independent agents who represent them. Helping cover reasonable, documented costs such as local advertising, technology subscriptions, mileage, and travel is not a handout: it is a fair partnership.
When independent agents are treated as true business partners rather than unpaid outsourced marketing departments, the entire insurance marketplace becomes healthier, more competitive, and more resilient.

Putting Consumers and Agents First
At the end of the day, consumers suffer the most when independent agents are squeezed out by unfair carrier practices. Fewer viable independent agencies mean fewer coverage options, less personalized service, and higher prices for Missouri families.

The insurance industry desperately needs enforceable standards, true transparency, consumer accountability, and real consequences for companies that exploit independent agents. Without legislative oversight, a small percentage of favored mega-agencies will continue accumulating massive profits while thousands of qualified independent agents carry the operational expenses and perform the heavy labor.
Independent agents deserve a level playing field. Consumers deserve fair, unhindered access to insurance options across Missouri. The system will not change until insurance companies are forced to change through meaningful legislation and oversight.

These companies had better hope I do not get elected within the next few years, because if I do, I will fight for every one of these reforms: and I will fight for every licensed independent insurance agent who has been used, overlooked, or pushed aside by this industry.
